What counts as online in this ranking?
We gave the most weight to programs that deliver their regular academic courses online and allow students to complete required fieldwork near their own communities.
That still leaves meaningful differences.
Point Loma uses asynchronous online coursework. Concordia uses scheduled live online classes. Azusa Pacific is better characterized as hybrid because students attend an in-person Saturday session each semester.
Those distinctions can matter as much as the word “online” itself.
1. Point Loma Nazarene University — M.A. or M.S. in School Counseling
Point Loma Nazarene University offers one of the most flexible California school counseling programs we found.
Its school counseling master’s is fully online and asynchronous, meaning students do not have to attend a regularly scheduled live class every week. PLNU accepts applicants throughout California and offers both M.A. and M.S. versions of the degree.
Students pursuing work as counselors in California public schools can complete the PPS School Counseling credential as part of the program.
The distinction between the two degrees is primarily academic direction. PLNU describes the M.A. as the more direct route for practicing school counselors, while the M.S. includes a research thesis and may be more appropriate for students considering doctoral study.
Program length varies depending on the route selected:
- M.A. without PPS: approximately 16–18 months
- M.A. or M.S. with PPS: approximately 16–24 months

For 2026–27, PLNU lists tuition at $680 per unit.
The asynchronous delivery format is the feature that separates Point Loma from most programs in this ranking. An educator working during the day may find it easier to complete coursework without having to log into a live class at 5:30 or 6 p.m. several times per week.
There is still a substantial in-person component where it belongs: professional training. PPS candidates complete school-based experience in their local area.
PLNU is a Nazarene Christian university, and the program incorporates the university’s faith-based educational perspective. Applicants should factor that into their decision along with price and format.
Best for: Students who want maximum scheduling flexibility from an asynchronous California PPS program.
2. UMass Global — M.A. in Educational Counseling with PPS Credential
UMass Global has built its school counseling master’s specifically around California credential requirements.
The 48-credit M.A. in Educational Counseling combines online instructor-led coursework with the PPS Credential in School Counseling. Students also complete the Child Welfare and Attendance (CWA) authorization within the program.
That additional authorization expands the types of attendance, enrollment, discipline, family-engagement, and student-welfare work a counselor may be qualified to perform.
Field preparation is extensive. UMass Global requires:

These hours take place in person even though the academic portion of the master’s is online.
The university also includes training in teletherapy and virtual counseling, a relevant addition as schools continue using technology for student support.

UMass Global limits this particular credential pathway to California, which is actually useful clarity for prospective students. The program is not pretending that one curriculum automatically solves school-counselor credentialing in every state.
Best for: California residents who want an established online PPS pathway with extensive field experience and the CWA authorization included.
3. National University — M.S. in Educational Counseling with PPS Credential
National University combines a relatively low published tuition with a California-specific online program that can be completed faster than many traditional school counseling degrees.
The M.S. in Educational Counseling with PPS School Counseling preparation requires 48 semester credits. National University reports an average completion time of about 23 months.
Successful completion leads to the master’s degree along with preparation for the PPS School Counseling Credential and a Child Welfare and Attendance authorization.
The degree emphasizes a combination of counseling and educational leadership. Areas of study include counseling foundations, equity-driven leadership, school-based mental health, research, counseling theory, career development, and comprehensive counseling programs.
National University’s four-week course structure is another difference from universities that operate on conventional 15- or 16-week semesters. Students generally focus on fewer subjects at a time but move through them more quickly.
For the current tuition schedule, National University lists the 48-credit program at $696 per credit, with an estimated published program tuition and fee total of approximately $34,083.
That makes National one of the lower-cost private options in this ranking.
There are a few California-specific requirements to understand before applying. The program is available only to California residents, and students still complete practicum and supervised fieldwork in PK–12 settings.
Best for: California residents prioritizing a relatively affordable online PPS program with accelerated course scheduling.
4. Concordia University Irvine — M.A.Ed. in School Counseling
Concordia University Irvine’s online school counseling program offers more structure than an asynchronous degree without requiring weekly trips to campus.
Students attend live synchronous classes online as part of a cohort. The program consists of 48 units and can be completed in approximately 26 months.
Current tuition is $730 per unit, producing base tuition of about $35,040 before fees.

5. Alliant International University — M.A.Ed. in School Counseling with PPS Credential
Alliant International University offers a 49-unit online M.A.Ed. in School Counseling that can be completed in approximately 22 months of continuous enrollment.
All academic coursework is delivered online.
Practicum and internship work is different. Candidates complete those experiences at K–12 schools during regular school hours, with supervision from both an on-site professional and Alliant faculty.
The university also conducts weekly group supervision during fieldwork.
This makes Alliant a realistic option for students throughout California, but applicants should not underestimate the scheduling commitment required during the later stages of the degree.
A person working remotely from 9 to 5 may have no trouble attending online graduate classes in the evening. Completing hundreds of hours inside a K–12 school while maintaining that same work schedule is considerably harder.
Alliant’s program is approved by the California Commission on Teacher Credentialing for PPS School Counseling preparation. A separate PPS-only option is available to certain students who already hold a qualifying master’s degree in psychology, counseling, or education.

6. Fresno Pacific University — M.A. in School Counseling with PPS Credential
Fresno Pacific gives Central Valley students—and now students elsewhere in California—a school counseling program delivered through its online campus.
The 50-unit M.A. in School Counseling incorporates the California PPS School Counseling credential and requires 800 hours of field experience in PreK–12 schools.
The program is designed with working adults in mind and focuses on the three broad areas that dominate professional school counseling:
- social and emotional development
- academic support
- college and career readiness
For 2026–27, Fresno Pacific lists School Counseling M.A. with PPS tuition at $800 per unit, or approximately $40,000 in base tuition for 50 units before fees.
FPU is a Christian university affiliated with the Mennonite Brethren Church. Its graduate education programs incorporate that institutional perspective while training students to work in public as well as private schools.
One advantage of Fresno Pacific is its long-standing connection to schools in the Central Valley, an area that may be especially attractive to students planning to remain in Fresno, Bakersfield, Visalia, Modesto, or surrounding communities.
The online delivery format now makes the program accessible beyond commuting distance of Fresno, but clinical fieldwork remains local and in person.
Best for: Students who want an online PPS master’s with a particular interest in working in Central Valley schools.
7. University of Southern California — M.Ed. in School Counseling
USC Rossier offers one of the most recognizable names in California education along with an online route to the PPS credential.
Its 49-unit M.Ed. in School Counseling can be completed in about 20–21 months full time or 33 months part time.
Students attend weekly live online classes supplemented by independent coursework. Required field experience is completed in or near each student’s community rather than on the USC campus.
The curriculum addresses:

USC’s field-placement structure is one of the program’s more useful features for online students. The degree is designed around completing practical experience where the student lives rather than expecting every candidate to relocate to Los Angeles.
The reason USC falls lower in our ranking is cost.
For 2026–27, tuition is $2,467 per unit. Across 49 units, that comes to approximately $120,883 in tuition before other expenses.
USC reports merit scholarships of $15,000 to $30,000 for selected applicants, which can reduce the difference, but even with scholarship assistance it remains substantially more expensive than programs such as National University, Concordia Irvine, or Point Loma.
The professional credential at the end is still the California PPS School Counseling credential.
USC therefore makes the strongest financial case when its university network, program experience, or institutional resources carry enough value for the individual student to justify the premium.
Best for: Students who prioritize USC’s education-school network and can manage significantly higher tuition.
8. Azusa Pacific University — M.A.Ed. in Educational Counseling
Azusa Pacific belongs on this list with an asterisk: its flexible track is hybrid rather than completely online.
Most academic instruction takes place through scheduled live online classes. Once each semester, however, students attend a required in-person Saturday session for hands-on training and cohort activities.
For students within reach of one of APU’s Southern California locations, that is a relatively light campus requirement. For someone in Northern California, the travel burden deserves more consideration.
The program consists of 50 units. Current 2026–27 tuition is $815 per unit, for a published base cost of approximately $40,750.
APU’s credential programs are approved by the California Commission on Teacher Credentialing, and the curriculum is designed to lead toward school counseling practice in California.
The School of Education is also accredited by the Council for the Accreditation of Educator Preparation, while Azusa Pacific itself holds institutional accreditation through WSCUC. Those are separate from the state’s approval of the PPS credential program.
Azusa Pacific is an evangelical Christian university, and counseling preparation is taught within that broader educational environment.
Best for: Students who want the convenience of online classes but still value occasional face-to-face training.
Fully Online vs. Hybrid: Which California Programs Require Campus Attendance?
Online program pages do not always use the word “online” consistently. Here’s the practical distinction among the programs in this ranking.

Every PPS pathway still involves time in schools.
What Credential Do California School Counselors Need?
California public-school counselors generally need the Pupil Personnel Services Credential with a specialization in School Counseling.
The California Commission on Teacher Credentialing requires California-prepared candidates to complete an approved post-baccalaureate school counseling preparation program containing at least 48 semester units or 72 quarter units, including practicum experience with school-age children.
Candidates also need a bachelor’s degree or higher, the recommendation of their Commission-approved university program, fingerprint clearance, and the other requirements in effect when they apply.
The credential authorizes school counselors to do considerably more than help seniors with college applications. California identifies responsibilities including:
- developing comprehensive school counseling programs
- supporting academic and social development
- providing prevention and intervention services
- counseling students
- consulting with teachers and parents
- advocating for student achievement
- supporting career and postsecondary planning
That is why a general online counseling master’s isn’t necessarily enough.

How Does Online Fieldwork Work?
This is usually the first practical question applicants should ask.
You do not travel to a university every week to complete fieldwork simply because the school itself is located in Los Angeles, Irvine, or San Diego.
Online programs typically approve placements in or near the student’s own community. You then work under qualified school-site supervision while also completing university supervision and related coursework.
The exact process differs by institution.
Before enrolling, ask the university:
- Does the program find placements or does the student initiate the search?
- How far can I live from campus?
- Are placements available in my current school district?
- Can I complete hours where I already work?
- What qualifications must my site supervisor have?
- How many hours must occur at elementary, middle, and high school levels?
- Are fieldwork hours completed during regular school hours?
- Can any hours be completed during summer?
- What happens if my first placement falls through?
Fieldwork support is one area where an online program can either make graduate school much easier or create months of frustration.
Can You Work Full Time During an Online School Counseling Master’s?
During the coursework portion, often yes.
Programs such as Point Loma, Concordia, UMass Global, and National University are specifically structured with working adults in mind.
Fieldwork changes the equation.
K–12 students are primarily in school during daytime hours. Once you need hundreds of supervised counseling hours, a conventional Monday-through-Friday job can become difficult to maintain without schedule flexibility.
Teachers and other school employees sometimes have an easier transition because they are already working within the education system, though they still need an approved placement and enough time to perform counseling duties rather than their regular job.
The right question isn’t simply:
Can I take the classes while working?
It’s:
Can I complete the entire program—including 800 or more hours in schools—while working?
Those are very different calculations.

The gap between programs is large enough to affect the decision materially.
All of these programs are working toward the same basic state authorization: the PPS Credential in School Counseling.
A more expensive university can still make sense because of schedule, support, reputation, network, or individual preference. But applicants should know what they are receiving for the additional cost.
School Counselor Salary and Career Outlook
School counselors are included by the U.S. Bureau of Labor Statistics in the broader occupation of school and career counselors and advisors.
The Bureau of Labor Statistics reported a national median annual wage of $64,330 in May 2025. Counselors working in local elementary and secondary schools had a higher reported median of $77,800.
California compensation varies significantly by school district.
Public districts commonly use salary schedules based on education and experience, so applicants considering the cost of graduate school should check counselor salary schedules for districts where they expect to work rather than relying on a single statewide average.
Online School Counseling or Online Clinical Counseling?
The word “counseling” creates a lot of confusion here.
An online school counseling master’s prepares you to work inside educational systems and pursue the PPS credential.
An online clinical counseling program may instead lead toward California’s Licensed Professional Clinical Counselor (LPCC) license.
The training overlaps in areas such as counseling theory, ethics, human development, cultural competence, crisis response, and mental health. The professional endpoint is different.

UMass Global is a close alternative and may be stronger for someone who wants both the PPS credential and Child Welfare and Attendance authorization built into a 48-credit program.
